When Shuto Expressway KK was constructed, the planner constructed this shopping mall simultaneously, and both were opened at the same time. The owner of this construction got profit from the rent of the shopping mall, so they provided Shuto Expressway KK free of charge. That is why KK is the only Shuto Expressway which drivers can use without any toll.
