This is the building of Tokyu Meguro Station. There are two Meguro stations, one is for JR Yamanote Line and the other is for Tokyu Meguro Line. Tokyu Railway Co. invested a lot in upgrading this line 20 years ago, moving the line to underground, connecting the line to Tokyo Metro Network, and extending the platforms to accomodate longer trains. This building is located where the old station used to be. We can see more people in front of the building than a few months ago… slow recovery from Coronavirus is seen here, too.
